The purpose of this campaign instruction manual is to create a unified document that instructs anyone on how to create an effective campaign of any kind. It is a concise set of information on best practices of design and implementations of creating a campaign. There are six steps to any campaign:

1. Get Started

2. Analyze the Situation

3. Designing the Campaign and The Evaluation

4. Conducting the Before-Period Evaluation and Implementing the Campaign

5. Compare Evaluation and Draw Conclusions

6. Write the Final Report

After incorporating all of these steps while making a campaign, it is important to remember to start any campaign on a solid foundation, such as data bases of road accidents statistics. One must also base the research on available studies that can be easily found and verified.

Another very important aspect of any campaign is to carefully select the specific target audience. The audience can be found through attention to detail, audience segmentation, and comparison.
